Revolutionary Steering Committee (RSC) - Directives
Directive Number 1 - The Bourgeoisie and the Capture of Buddhism
Buddhism is being held captive by the twin forces of bourgeois capitalism, and its reactionary allies. As a consequence, Buddhist philosophy has undergone a process of systemic ‘inversion’. The bourgeois class has distorted and changed the secular logic of Buddhism into the familiar theology of the Western Christian Church. The bourgeois achieve this in two modes:
a) Buddhism is superimposed onto Christian theology so that the realisation of enlightenment becomes confused and conflated with a monistic god concept, and the physical presence of the historical Buddha on earth, becomes god’s son on earth. The Buddhist sutras are mistranslated, and misinterpreted through deliberate systemic errors during the translation process, so that the logical statements of the Buddha become the equivalent of the ‘faith-based’ utterances located in the Christian bible. This process is nothing less than irrational thought of the Western Christian church ‘colonising’ the rational philosophy of Asian Buddhism, and is a continuing act of imperialist aggression.
b) The secular misrepresentation of Buddhism in the West rejects the obvious and surface conflation of Asian Buddhism with Christian theology, whilst still pursuing a course of philosophical misrepresentation. Attitudes associated with the theological underpinnings of the Christian Church are retained, whilst the obvious surface manifestations of the Christian tradition are abandoned and rejected, and the outer garb of Buddhism takes its place. The distinctive ‘Asian’ characteristics of Buddhism are superimposed upon the ‘essence’ of Christian theology – which is misinterpreted by its converts as representing a ‘higher knowledge’. This form of misrepresentation of Buddhism is often attended by a Eurocentric racist attitude that firmly ‘rejects’ any actual association with Asian Buddhism – distorting its traditions as being backward and of no relevance to the West. This racism – practiced by Western converts who shave their heads, wear Asian robes, and give themselves Asian Buddhist names – is a continuation of European ‘colonisation’ and ‘imperialism’.
The misrepresentation and misinterpretation of Buddhism demands that Asian Buddhists (and Asian Buddhism), must be dominated and demeaned at the point of contact. Those Western converts who behave in this way are continuing the prejudice, discrimination, and racism of their immediate ancestors who forcibly spread capitalism and Christianity around the world. This critical observation does not apply to Western practitioners of Buddhism who have utilised the Buddha’s philosophy correctly, and have permanently broke the historical link of socio-economic conditioning. All right-minded beings are called upon to free Buddhism from its bourgeois prison camp that has built its walls from the bricks of distorting ideology – bricks of greed and hatred. Dismiss this inversion, and affirm the logical and rational basis of historical Buddhism which originated in ancient India, but internationally belongs to humanity

Directive Number 2 - Racism & Prejudice Aimed at Chinese People
The BMA (UK) and the Oxford Collective advocate the essentially anti-racist teachings of the Buddha, and the internationalist theory of Karl Marx. Both of these philosophical statements deconstruct the ignorant basis of racism, and explain the illogicality that underpins its distorted rhetoric. Like theistic religion, racism is a highly destructive entity of the mind that has its domain strictly within the area of uninformed imagination. Racism negatively juxtaposes a mythological ‘us’ with an imagined ‘them’, and through various ideologies, creates a physical and psychological environment that is alive with anger and hatred. The distorted imaginations of racism enact upon the physical plane, a continuous outpouring of greed, hatred, and delusion.
The bourgeoisie violently oppresses, physically and psychologically the working class through social institutes and conventions that weigh heavy on the heads of the masses. The working class would prefer to ‘break out’ of this structure, but without the appropriate education and leadership, their discontent spills over into internecine conflict, with workers pointlessly fighting workers, or falling for the self-hating lies of fascism, and turning their anger not onto the bourgeoisie, but onto people with different skin-colours, religious practices, and culture, etc. This is based upon the false notion that the oppression the working class suffers is not caused by the bourgeoisie, but rather by other people such as immigrants, national minorities, and various ethnic groups. This is why the Buddha criticised the ancient Indian caste system for exactly the same reasons that Marx criticised the class system.
A distinguishing factor for anti-Chinese racism in the UK at this present time is that it is shared equally across the political spectrum, right, left, and centre. Even though mainland China is a Communist country striving to build Socialism in its own distinctive manner, there is as much racism emanating from the British Left, as there is from the Far-right. The British Far-left, which has never held power in the UK during its long history, remains riddled with ideological inconsistencies, and various ‘Communist’ and ‘Socialist’ groups all referring to themselves as ‘Parties’, but with each only attracting a handful of members. The British Far-left has never fully recovered from the dissolution of the Soviet Union in 1991, and remains confused and aggressive against the People’s Republic of China. The bourgeois media has been continuously striving to undermine the Communist system in China, and replace it with a capitalist state since 1949 in general, and 1989 in particular. It is ironic that the British Far-left follows the bourgeois media without any reservations, and accepts fully the strictures of Eurocentric, imperialist racism aimed at Chinese people. The BMA (UK) condemns this rightist deviation and urges all right minded individuals to support China in building Socialism, and eradicating the ignorance of racism from the internationalist community.

Directive Number 3 - Focusing the Mind and Disciplining the Body for the Progression of Society
The point is that a good Communist understands that humanity evolves as one - and that the optimum use of the individual human mind is essential. It is the positive use of the human intellect, will, understanding, knowledge, and compassion that will progress humanity forward. Gather the thoughts through self-discipline, and moderate the emotions - in this way the environment is pacified and ordered through bodily discipline. This is possible to achieve by everyone regardless of background or circumstance.
Marshall Zhukov of the Soviet Union came from the poorest of backgrounds and experienced a childhood of deprivation and grinding poverty, and yet those of us who value our present freedoms may look to him with thanks, as it was he who eventually destroyed the Nazi threat posed by fascist Germany in the USSR. Prior to this, Lenin navigated the early Soviet Republic through its so-called 'Civil War', (1918-1921), where bourgeois Britain, USA, France, Germany, and imperial Japan militarily invaded Russia and sought desperately to destroy the establishment of first country premised upon the principles of Scientific Social.
If we go back further than this, we see Karl Marx moving around Europe with his family, before finally settling down in ardent poverty in London. He physical deprivations did not stop him from producing intellectual works of sublime beauty - and our individual, socio-economic circumstances should not prevent us from being creative. It is possible for humanity to create the physical circumstances for emancipation by first laying the intellectual foundations. Even the strongest, cruellest, and most oppressive bourgeois social structures should not prevent our mind from functioning in an advanced manner. Yes, we the people suffer deprivations on a daily basis, but we must be stronger than the oppression we routinely experience. We are responsible for our own minds and we can understand bourgeois oppression and intellectually know its workings simply by observing in our everyday lives. We may be frightened, hungry, cold, alone, demonised, an outcaste, or suffering with any manner of symptoms, but we possess a functioning brain, and we should set a firm resolution to use it correctly for the betterment of humanity. Or human brain has the capacity to 'see through' the strictures of bourgeois oppression - use it well and be free 'here and now'. If we can do this, the Revolution is already here! Be strong Comrades - you are not alone!

Directive Number 4 - Mind Development is Not Ignorant Religion
Although it is correct that humanity must free itself from the most stupid, idiotic, and ignorant aspects of the politicised Judeo-Christin tradition - which dominated European society for over a thousand years of intellectual stagnation - it is equally true that the principle of 'mind' development must not be negated in the process. It is also true that Judeo-Christian Comrades who recognise this truth are the friends of the Working People and their participation in World Revolution must be supported and encouraged. The principle of developing the mind is not theistic religion – but the noble activity of humanity which has enabled and supported physical and psychological growth and evolution.
Lenin was correct to enforce a harsh materialist doctrine during the formative years of the Bolshevik movement – as many Comrades abandoned Classical Marxism (in the early 1900’s) and started to re-engage with the Judeo-Christian tradition. This was a regressive development premised upon fear. The ignorance of religious imagination had to be annulled as the Russian masses grew in strength – this is because the Christian church is thoroughly bourgeois and always supports the middle class and its political rule. However, this type of ‘hard’ materialism must not be mistaken for the Historical Materialism of Karl Marx (and Friedrich Engels). Historical Materialism is a misnomer – as Marx never negated the use and development of the human mind. Historical Materialism should probably be referred to as ‘Historical Psycho-Materialism’ – as Marx made it very clear that just as physical history unfolds, so does the mind develop or regress in its attitudes and functionality.
For Marx – who studied theology and philosophy (eventually transcending both) – the mind is the key to Socialist Revolution, as without developed insight and understanding, the historical conditioning of society cannot be understood, and the oppressed masses cannot be marshalled to break free of the exploitation they routinely suffer. The principles of Buddhist meditation (free of the taint of religiosity) are effective methods to direct the mind and discipline the body in its development toward World Revolution. Comrades should remember that Marxism is not ‘materialist’, and to assume that it is, is to misread and misunderstand the work of Karl Marx.

Directive Number 5 - Supporting and Helping All Beings
It is the duty of all Members of the BMA (UK) to help their fellow human beings (and other life forms) wherever, and whenever circumstances demand, and resources permit. If you do not possess material wealth, you can help with ideas and suggestions. If you do not have any ideas or suggestions, you can help through physical action. If you cannot help through physical action, then you can generate loving kindness and compassion toward all beings through meditation. The point is that everyone can be a Revolutionary by focusing their minds and directing their actions. The long-term goal of Buddhists, Socialists, and Communists, is the uprooting of greed, hatred, and delusion, which is the basis of Capitalism and all the suffering it induces. This effort of training the mind to cleanse itself through Buddhist meditation, and to study and understand the progressive works of Marx, Lenin, Stalin, Mao, Gramsci, Che and many others, is the key to creating the inner and outer conditions for the functioning of a state of permanent Revolution, whereby the forces of history naturally carry the Working Class from a state of oppression to the state of Socialism and Communism! Focus the mind and never give-up the struggle. Outward appearances will alter, shift, change, and transform, sometimes for the best, at other times for the worst. If the empty nature of changing phenomena is understood, a detachment from its unpredictability can be attained and maintained – creating an unshakable calmness in the face of inner and outer chaos. With this strong stability the Working Class will become invincible even if it possesses no weapons! As the mind strengthens, the Buddhist-Marxist path becomes forever clearer! Onward to Revolution!

Directive Number 6 - Do Not Support the Far-Right National Bolshevik Party or Its Branches!
The BMA (UK) advises people of the UK (and elsewhere) to be on ideological alert, and aware of the presence in the UK, of the banned Russian far-right political entity known as the National Bolshevik Party (NBP). This political movement has nothing to do with legitimate Bolshevism, and in fact advocates a far-right position. The propaganda of the NBP eulogises the Nazi Germany of Adolf Hitler, its historical behaviour, and its ideology – and is present in the UK as the National People’s Party (NPP) – PLEASE DO NOT JOIN IT!
The NBP-NPP rejects Marxist Leninist 'Internationalism', and in accordance with the world-wide far-right movement, advocates a narrow vision of exclusive 'nationalism', whilst falsely claiming it is non-racist. Its rhetoric uses a thin-veneer of carefully selected Marxism (quoted out of context) to justify its admiration for Nazi Germany (the enemy of Bolshevik Communism and Western Democracy) as well as bourgeois politicians and thinkers who are apriori opposed to the Scientific Socialist work of Marx and Engels. The Communist Party is not banned in Russia, but the NBP is banned due to its distortion of Bolshevism and support for Nazism – a regime that killed 27 million Soviets during WWII.
The NBP and NPP is part of a broader far-right offensive at the moment, which seeks to gain influence throughout the masses by temporarily (and falsely) aligning itself with minority concerns, Socialism, anti-racism, anti-austerity, Communism, and anti-war, etc. As Marxist-Leninists, we advise that Comrades examine the evidence, study it carefully, and interpret this movement within the correct context of its own socio-economic history. The NBP-NPP is not leftwing, Socialist or Communist, despite its use of the hammer and sickle – the colour-scheme and design of which appears to be mimicking the Nazi Swastika. It even refers to itself a 'social nationalist', simply reversing 'national socialism'. Educate your fellow Comrades against it, and spread this knowledge far and wide!

Directive Number 7 - Supporting Tibet as Part of China
The BMA (UK) respects ALL Tibetan people and supports the language, culture, and religion of Tibet. The BMA (UK) recognises that Tibet, as an important and distinct regional identity, is an integral part of China, and that thousands of Tibetans also peacefully live outside of Tibet in other provinces of China. Tibet was part of China during the Republican Period (1911-1949), and prior to this time during China’s long imperial history. Tibet remains part of China today and has benefitted extensively from the socio-economic reforms successfully initiated in the wake of the 1949 Communist Revolution. As the BMA (UK) does not support Capitalism or Racism, it cannot politically support any so-called ‘pro-Tibetan’ movements originating outside of China, as these ‘Nationalist’ movements have their roots in US foreign policy formulated during the Cold War, and as such are deliberately designed to destabilise the Sovereign Chinese Government and convert its Communist State into that of a Capitalist State. The BMA (UK) however, does welcome ANY Tibetans regardless of origination to study Scientific Socialism and in so doing, combine this understanding with Buddhist philosophy so that the people and culture of Tibet (and Tibetan emigre communities) can be progressed and advanced. The BMA (UK) calls upon His Holiness the 14th Dalai Lama – who has publically stated that he is a ‘Marxist’ – to call a halt to the racist anti-China Campaign that the pro-Tibetan movement in the West actively pursues in his name through the media and entertainment industry. There is no place within Buddhism for Capitalism (greed) or Racism (hatred) or the pursuance of false Political and Cultural Objectives (delusion) that are detrimental to non-European peoples.

Directive Number 8 – Vegetarianism Undermines Capitalism
The BMA (UK) respects and supports all alternative diets that seek to limit or eliminate all meat and products from the diet. The BMA (UK) also supports the reduction and eradication of the use of all animal-related commodities such as leather, suede, sheep-skin, horn or wool, etc, that are manufactured through the industrialised farming process, Fur Farms, or other highly exploitative and intensified means of production. Within Das Kapital (Vol. I) Karl Marx explains that modern industrialised farming has evolved out of the Industrial Revolution, and that it has transformed an essential diet of readily available fruit and vegetables consumed by ordinary people, to that of meat consumption fuelled entirely by greedy and profit-seeking farmers. This means that Karl Marx identifies meat-eating as a mainstay of the modern capitalist system. This process has led to the intensification of the ill-treatment suffered by animals from birth to slaughter. Furthermore, evolutionary studies suggest that throughout much of human developmental history – meat-eating was not the norm and that there is no valid, scientific reason why it should be today. Eating meat fuels the Capitalist profit-making process. The BMA (UK) rejects the Judeo-Christian theological position that decrees that animals have been placed on the earth for consumption and use by humanity – but supports all Christians who follow a vegetarian or vegan diet. The BMA (UK) supports the practice of Chinese (and other types of) Buddhism that maintains a strict vegetarian-vegan diet for its monastics and lay-followers. The BMA (UK) advocates that by not eating meat the Capitalist system can be undermined, uprooted, and replaced by Socialism as a means to the securing of Communism. Therefore, the BMA (UK) advocates that vegetarianism and veganism are valid methods of revolutionary struggle and that all Comrades should seek to change their dietary habits if circumstances permit, or if they possess the material means to do so. In the case where Comrades are unable to change their conditioned dietary habits immediately – then education of the mind is emphasised. It is important to understand that meat-eating in the Western world has been artificially ‘normalised’ by an uncaring Capitalist System that ill-treats not only human-beings, but also all other forms of life in the pursuit of profit. Meat-eating can never be assumed to be ‘correct’ when it is the product of a ruthless Capitalist System.

Directive Number 9 – 100th Anniversary of the 1917 October (Bolshevik) Russian Revolution
Trust in the Communist Party and its collective ability to lead the masses toward eternal emancipation from all forms of capitalist exploitation. The example of Revolutionary Russia and the Soviet Union will live-on in the hearts and minds of all humanity – inspiring the workers and frightening the exploiters. Do not be overly concerned with the dissipation of the USSR as science explains that everything in the universe eventually falls into its constituent elements, and besides Karl Marx did explain that in his opinion there will be many successes and a number of defeats on the Path to Socialism. Nothing will be easy, and everything will involve the reality of ‘struggle’. The masses are assailed from every direction with false propaganda, empty promises, dishonesty, violence and greed. It is important for the Communist Vanguard of humanity to create a progressive and advanced educational system, and mind-set capable of ‘seeing through’ the assault of delusion upon the senses, and discerning the correct ‘dialectical’ path toward Working Class Liberation! Do not be afraid of the Working Class Leaders – learn from Lenin, Stalin, Mao, Castro, Guevara and the many others who have dedicated their lives to freeing humanity from the capitalist yoke. Reject capitalist ideology, Trotskyism and fascism. Remember that in 1928, Joseph Stalin authorised the creation of the Institute of Buddhist Cultural Studies in the Soviet Union, as a means for Soviet academics to understand the Buddhist dialects that both Marx and Engels found so intriguing in their work! The USSR possessed at least three republics that had Buddhist populations within them. Buddhist meditation has the potential to assist the International Working Class to break the psychological yoke generated by the capitalist system.

Directive Number 10 – BMA (UK) Formal Aligment with Marxism-Leninism
The BMA (UK) has always been a Marxist-Leninist organisation that recognises the contribution Buddhism and Buddhists have made toward the securement of a world-wide Socialist Revolution. This has included Buddhists in Asia who have directly confronted the highly destructive forces of Western imperialism, and the relatively small number of Buddhists in the West who have supported a Socialist Revolution, and have not fallen into the trap of bourgeois Buddhism. Obviously, the BMA (UK) rejects the notion of Buddhism as a religion, and emphasises the Buddha’s Revolutionary Spirit! The BMA (UK) also firmly rejects those Buddhist monks living in Theravada countries who have embraced Western notions of Islamophobia, and who urge the Buddhist laity to target, attack and kill otherwise peaceful Muslim communities. This is a distortion of Buddhist philosophy which emphasises the development of meditative wisdom, integrated with compassion and loving kindness. Buddhist philosophy is designed to transform the mind and body through the labour (and discipline) associated with Dharmic practice – it is not a religion that worships dead idols or attacks those who do not agree with the Buddha. Through meditation, a Buddhist can clearly discern the patterns of dialectical and material history, and in so doing, understand when to act, when not to act, and possess the insight to tell the difference.

Directive Number 12 – Amendment to Directive 11 – Jeremy Corbyn
Comrades have raised the following important issues regarding the political conduct of Jeremy Corbyn:
a) He is a professional politician working within the bourgeois, liberal, capitalist democratic tradition.
b) He is NOT a Marxist-Leninist.
c) It is clear from his biography, his parliamentary record and his voting record that he has, on occasion, issued anti-China and anti-Russia statements.
d) Whilst leader of the Labour Party he contradicted his own policies on more than one occasion and after advising Labour Supporters to vote for (and support) the ‘Leave’ EU campaign – he then issued a statement referring to the same voters (he had advised) as being ‘fascists’!
The Revolutionary Steering Committee (RSC) has taken time to examine all these claims. It is the decision of the RSC that all these claims are ‘correct’ and that ample (and convincing) historical evidence exists to support this position. Therefore, ‘Directive 11’, although still standing, must now be viewed and interpreted through the decision relating to ‘Direct 12’ and can no longer be as a ‘stand-alone’ directive.

Directive Number 13 – The BMA (UK) Supports Russia’s Anti-Fascist ‘Special Operation’
The BMA (UK) considers it the ‘duty’ of every legitimate Marxist-Leninist (Maoist) to adopt a position that physically, psychologically and emotionally opposes the ‘inverted’ nature of the fascist and ‘Nazi ideology! Those who are able must physically protect those who would be the victims of this destructive and brutal ideology! A study of material history clearly demonstrates that fascism (and particularly its ‘Neo-Nazi’ variant) cannot be placated, tolerated or in way negotiated with – and that it will always revert to its declared (Mein Kampf) blue-print – namely that of the destruction of humanity!
The BMA (UK), therefore, strongly condemns any leftist, Socialist or Communist entity (operating within or without the UK) which chooses to adopt a Trotskyite policy of opposing Russia’s ‘Special Operation’ in West Ukraine which is designed to ‘de-Militarize’ and ‘de-Nazify’ the region! These same leftist, Socialist and Communist entities who know hide behind Western (bourgeois) aggression have remained ‘silent’ over the last eight-years of Western-backed Neo-Nazi aggression in the region – which has emanating from the ‘Euro-Maidan’ regime – a Neo-Nazi aggression that has seen at least 14,000 men, women and children killed in the Donbass region.
It is particularly repugnant that certain leftist, Socialist and Communist groups have FAILED to a) acknowledge, and b) oppose (and reject) the current (bourgeoise) climate of anti-Slav and anti-Russian racism that is currently running rampant through the Western media! These ‘cowards’ instead do nothing – whilst interpreting this passive collaboration with (bourgeoise) aggression and Neo-Nazi ‘appeasement’ as somehow being in the best interests of peace, and all those involved in the conflict. The BMA (UK) - and its RSC - is sure that there will eventually be a harsh reckoning with history on this issue – where the reaction to this crisis in the present moment will be carefully scrutinized by future generations!

Directive Number 14 – The BMA (UK) Supports The Revolutionary Efforts of Huey P Newton and the Black Panther Party!
The RSC of the BMA (UK) fully supports ALL African-American and African Marxist-Leninist-Maoist organisations in their correct fight to overthrow the oppressive Bourgeoisie and the corrupt capitalist system! It is through the Marxist-Leninist concept of ‘Internationalism’ that all different human groupings can come together and reconcile their differences WITHOUT altering or eradicating who or what they are! It is the ‘chains’ imposed by the White-controlled Bourgeoisie which entrap our minds and limit the movements of our bodies. All Comrades are encouraged to read Huey P Newton’s excellent book entitled ‘Revolutionary Suicide’ - and to take a particular note of Chapter 14 – within which he explains how he was locked-up within a prison in the terrible conditions associated with ‘Solitary Confinement’ - and how he conquered these material conditions by controlling his thought patterns! He likens this physical and psychological process to Zen Buddhist training – although this is an inner transformative process enforced from the outside by oppressive (external) factors. The RSC of the BMA (UK) considers this explanation a blue-print for ALL Proletariat transformation and an important step within Revolutionary action deliberately ignored by the White-controlled (and Trotskyite infiltrated) so-called ‘Communist’ Movements currently active in the West! This is because quite often even ‘progressive’ White people bring their conditioned bigotry with them when they join supposedly ‘Revolutionary’ Movements! This is why Mao Zedong was absolutely correct when he said our greatest enemy might be standing right beside us – in the very ‘Revolutionary’ Movement we are relying upon to free us!

Directive Number 15 – The BMA (UK) Supports the Popular Front for the Liberation of Palestine!
The BMA (UK) acknowledges the UN (1975) Resolution which identifies the ideology of ‘Zionism’ with the distorted thinking that is ‘White Supremacy’. Therefore, pursuing the ‘anti-Zionist’ path is an integral part of the general ‘anti-fascist’ fight. We stand with ALL people who choose to resist neo-fascism and neo-Nazism. The Palestinian people possess an inalienable right to live in peace upon the land that historically belongs to themselves. Zionism is a) the enemy of the Palestinian people, and b) the enemy of humanity. The country (and ‘State’) of Palestine must be cleansed of all destructive (and 'genocidal') Zionist tendencies - so that greed, hatred, and delusion are forever uprooted in the historical land of Olive Groves!

Directive Number 16 – The BMA (UK) Supports the Return of Palestine to the Palestinians!
The BMA (UK) considers that geographical 'Palestine' has been invaded by White Europeans - the guiding ideology of whom is Zionism. Zionism perpetuated by the State of Israel both before and after 1947 - has been correctly defined by a (1975) UN Resolution as being a type of 'White Supremacy' perpetuated by (White) middle-class, secular Jews. European Jews are perpetuating an act of ongoing colonial and imperial expansion into the land that is 'Palestine' under the false flsg of 'self-defence'.
The BMA (UK) joins millions of ordinary Jews around the world in opposing a) the ideology of 'White Supremacy' Zionism, and b) the ongoing Israeli 'genocide' in Palestine and calls for the geographical landmass that is Palestine to be given back to the Palestinians - so that the rightful inhabitants of this land can decide how their country should peacefully proceed in its development. All Muslims and Jews can live together peacefully - just as all Workers of the World can unite!
